The four cost categories
Costs fall into four buckets, and confusion between them is why quoted figures vary so wildly. Someone paying a low total and someone paying a high one are usually both telling the truth about different grounds.
- Government administrative fees: paid to the state. Fixed, published, and the smallest component for most applicants.
- Establishing the ground: company registration, employment setup, or a property purchase. The largest and most variable component.
- Translation and legalisation: apostille at home plus court-certified translation here, priced per page. Consistently underestimated.
- Health insurance: required for the application and for the whole permit period.
Government fees versus service fees
Government fees are set by the state and are the same regardless of who files for you. Anyone quoting a wildly different figure for the state portion is either including something else or has it wrong.
Service fees are what a firm charges to prepare and run the file. The market in Belgrade is reasonably transparent: established firms publish figures starting around €450 for straightforward residence handling. A quote far below that generally means a narrower scope, not a better deal, and the scope is where the difference lives.
Costs people forget to budget for
The recurring surprises are consistent enough to list. None of them is large individually; together they routinely add up to more than the service fee.
- Per-page translation of every foreign document, including ones you did not expect to need
- Obtaining and apostilling documents in your home country, which may require someone acting for you there
- Re-obtaining a certificate that expired while the rest of the file was assembled
- Monthly accounting from the first month if your ground is a company, before any revenue
- Registered address rental where you do not have a qualifying business address
- Repeat travel to the police administration when a document is queried
Where cost differs by ground
Family reunification is the cheapest route where it applies, because the ground already exists and costs nothing to create. Employment is next, since the employer bears much of the administrative cost.
Business grounds cost more upfront and carry ongoing monthly obligations that continue for as long as you hold status this way. Property is the most variable, since the ground is a purchase. When comparing quotes, check which of these the quote actually covers.
